footman loop

Does anyone know how the footman loop is attached to the front windshield? I'm trying to mount an overhead console that instructs me to remove the footman loop and reuse the screws to hold the console to the windshield. One viewer said he thought they were rivets and I would have to drill them out. If so there is something wrong with the instructions. My Jeep is an '08, did the '07 attache diferently?
