Never really though about selling them. Damn good idea...

All my employees have different ones on their cars.

For use where I am, it would have to have an open spot on each top corner, not just the one. Hint. Lol.

what's fair... how much time do you have in it... and what's your time worth.

figure if you charge $10 or $15 bucks (maybe $20 with priority mail shipping) you're squaring people away at a fair and reasonable price.

For AZ...

There’s a new law in Arizona effective January 1, 2009 that makes it illegal (and expensive) to have a license plate frame that obscures the word “Arizona” on any Arizona license plate.
A.R.S 28–2354 states (in part):
A person shall display all license plates as required by subsection A until their lawful use expires or is canceled or revoked. A person shall maintain each license plate so it is clearly legible and so that the name of this state at the top of the license plate is not obscured.

Same for NC, but if you ask a cop, they don't want to see a frame at all around the rear plate
