Gear Ratio Question

I know this subject has been beat to death but I still cant seem to get a clear answer. I have a 08 JK upgraded to 33" tires 10 ply some added weight with winch and bumper, 2.5" Lift, and few other little mods. I'm not sure if I have the stock 3.21 or 3.73 gear ratio but if I had to guess I'd say 3.21. After adding the bigger tires my MPG tanked, which was to be expected to a degree, but mainly at 70 mph it seems like it has no power. I can set the cruise at 70 and it will slowly drop, downshift, spike the rpms, catch up back to 70 only to start dropping at the next slight incline 1/2 mile down after it shifts back into overdrive. Do I need to re-gear or can I get a programmer and recalibrate to fix these issues. I just dont want to spend $500 on a programmer and use it as a band aid for the real problem needing new gears. I need help and advice!

If it is a 2008 with an auto, you have 3.73's. You may have to re-gear or go with smaller, lighter tires if you don't like how it drives. The issue is the poor gearing of the 42RLE tranny.
