I've seen this come up in a couple threads. One of the more believable reasons was that the system does this to circulate stale or heated air before engaging the fan. Other users have said its a fault in the system which eventually needs replacement.
Either way, I'm out of warranty so I'll deal with dropping the windows until the system kicks on.
Mine has always had the delay where it blows the air at your feet first. However, in the last week it started doing the same thing as yours: 30 second delay and flashing the rear defrost light when I first crank it. I have rear defrost with the hard top, but it hasn't been on in months. Not sure why it would just start doing that.
