I'm partial to front Stubby bumpers so, I'd recommend that style out of the two.

Illinois requires a front license plate too, so I added a AEV hawse fairlead license plate bracket.

AEV Conversions Hawse Fairlead License Plate Mount | Quadratec

This bracket makes it so the license plate is a little above where the fairlead is and wouldn't interfere with the fog lights.

Of course, I just don't put my license plate on (it kills the look) but I do keep it in the Jeep with me so I can say I was just off-roading and took it off. I would think as long as you can show you made an effort to be able to mount it, you'd get let off. All the cops I know said they don't bother Jeeps without a front plate if they are "built up"...kinda like how corvettes never have the front plates. I realize technically, not legal, but I'm willing to risk it.

I don't have that bumper, but I personally like the stubby look

I was looking to purchase that same stubby bumper from ebay. I asked a few people from the NYC Jeep club and they recommended me to stay away because of fitment issues, powder coat issue and if you even winch the bumper might twist. Right now I been having my eyes on these.
DV8 Bumper $450-550
SmittyBilt Modular w/ Bull bar approx. $410
SmittyBilt Stinger approx. $380
Rugged Ridge Modular

Check them out and do more research before buying. I'm in the same boat and trying to see if any vendors planning on have a labor day sale

Our new brake-formed/bent "Singlewide" stubby front will be available starting Friday for an MSRP of $499, $479 for WF members. Won't twist and will take a beating. Good powder coat too. 100% Made in USA no matter which version you buy!

Available with an aggressive stinger, a more tame hoop, or just the base ( @kjeeper10 has the standard hoop). Shown below on a customer Jeep with the stinger...
