I don't mean for this to be a 1st time post/welcoming intro so I'll skip the pleasantries, they're not really my thing when making an entrance to a new forum. Anyway, long time lurker, first time poster wanting some advice on a Jeep I'm looking to possibly purchase this weekend. Not new to Jeeps, just to JK's. My first and only jeep was a 2003 X, lifted w/ 33's and I loved it. Then life happened so I sold it for a more family friendly ride. Years later here I am. Sheewww, ok so maybe I made that more intro friendly that I had hoped.
For the past few months I've been looking for jeeps, first starting looking at TJ's but then decided I wanted a JK and now that I've sold my car I can seriously go forward with a purchase.
Here's the Jeep:

Obvious question, are they asking too much? I was told by the salesman that it would go back to auction next week and that it had been on their lot for 60+ days. I've talked to the guy on the phone a few times before going today and checking it out in person. They're not budging on the price. He said it was bought at auction for 20k and they're losing money on it at the price it's listed. Supposedly it was listed at 22k when they first got it and this is their final price. I tried to convince him they'll lose more money at auction so lets meet in the middle and make a deal... still wouldn't going for it. He's either serious, or I suck at buying cars.
Has a brand new set of BFG KO2's. I was surprised by this once I showed up since the picture didn't show it. I plan to sell the wheels and tires after potential purchase to make up some cost for new wheels/tires/TF lift, so that's a plus.
Has a few scratches on the door that looks to have been concealed, albeit poorly, with a sharpie. The windshield mounted driving lights only work when low beams are on, they buzz and barely come on when you switch to high beams, and the factory fogs aren't working. I told him to have a tech check the wiring and fix it before I came back on Saturday, if he wanted me to even think about coming back.
Also, I shifted through the 4wd gears to make sure it shifted, and when I tried to engage the lockers nothing happened. No blinking or solid lights. I didn't even know how to properly engage the lockers (only in 4lo) until I got home and googled it. Had I not shown up 15 minutes before they closed I would have spent more time fiddling with it and reading the manual to make sure everything was kosher before I left. Question is, let's say I had it in 4hi and tried engaging the lockers, would the lights blink at all or do the lights not even come on unless you're in 4lo, engaged (solid) or not engaged (blinking)?
Sorry for the long winded post, but I want to make sure I'm getting a good deal on a 9 year old vehicle just shy of 100k miles. Hell, I'm not even sure if this is the right section to post this, I've mainly been stuck in the picture forums getting ideas for the first mods.
If it's TL: DR, i understand
