need to lose tha stock bumpers help

need to lose the stock bumpers , but i need a tire carrier for a 37" , i can't find a good match,front and rear for a good price .i'll get the winch later in the budget .need some advice on some brands (how about smitty built ??) are 3rd brakelights a law in some states ?forgot to mention it's 4 an 09"jk
