Painting rims black

Really like the look of black rims on a white jeep so I am going to paint my stock rims black. I wanted to make sure I am doing this right. I bought some duplicolor etching primer and duplicolor black wheel paint. I used a scotch brite pad and sandpaper to scuff up the wheel. Then used 2 coats of etching primer let it dry then 3 coats of black wheel paint. Not sure if I should clear coat the rims because I want a satin finish. Let the rims dry overnight but when I touch them I get a black powder on my hands. Is this normal or did I do something wrong?
