rear jk seats

okay so I've owned my (new to me) jeep for a little over a week now and I love it! The one thing that I've noticed is when the rear bench seat is folded down, it doesn't lock down and flips up and hits the back of my seat when I stop. Is this meant to happen or do the back jk seats lock down when folded? I'd really like to keep them folded cuz them head rests are huge!

1: remove the headrests wont fix your problem but you can see better when seat is up

2:remove the seat all together ..thats what i did
3:bunji or strap down the seat

I did #1, but about to do #2 when I clear a spot for it in the garage where it is still easily accessible.

ETA: For some reason that sounds kinda dirty

At first I folded mine down (forward) and I never had it move an inch. I decided to remove it all together because I never have a rear seat passenger and like having that huge area to put stuff. I use the seat in my garage so it's still has a purpose.
