I was thinking about trying to get some of the bungie cords loops with balls on the ends they use for tarps and wrap them around the rear seatbelts on my TJ. That or maybe velcro wraps you use for electrical cables.
Just twist the belt 180 degrees and tuck it back in. Stops the flutter. Use a Velcro strap to secure it. Works great
