The bracket is designed to keep your roll center at the proper height. It also helps with the axle shift caused by lifting your Jeep. The adjustable track bar allows fine tuning of your axle position. I would use both... That said, I would use the axle side bracket and not the frame side drop bracket as it improves the geometry.
yes you want your rear track bar to be parallel to the ground(or as close as you can get it). It obviously will still have some angle to it, but excess angle causes bad things to happen.
I also agree with Pressurized that an axle side raised bracket is a better idea than a frame side drop bracket. There are a few bolt on raised brackets and Artec makes a very nice weld on raised bracket.

Now... Like said. if it was a axle side raised bracket, then you could run a track bar along with it. Have the benefit of a raised roll center geometry plus axle center.
You're right and if we lowered it for the front at the same time, it might be good/better for on road use... However, since we want to optimize for dual purpose use, having the roll center as close as possible to the COG and relatively equal front and back is the goal.
Using the axle side bracket is still the preferred method and I would use both if I had them. In this case, not using the bracket will result in a slightly higher roll center and should be better. You will also end up with higher axle shift during suspension travel due to the angle of the trackbar.
Slightly higher in the rear is the way to go. This will give the jeep a little understeer which is good. Look at Metalcloak and AEV. Both raise the rear track bar like 5" with the front left stock.
Guys.... What's the difference between the frame side and axle side drop bracket?
If I'm looking at the jeep from behind, my drop bracket is on the rear right side (passenger side).
If that's the frame side, would you still use it with the adjustable rear track bar?

Just add, i was under the impression the teraflex axle side bracket ALSO centers the axle, so no need for an adjustable trackbar with a 2.5" lift (im sure a higher lift would benefit from both)
In a perfect scenario yes. 3" of rear lift with a 3" raise will center the axle. 2" of rear lift will be over corrected raised 3"
TF has a 2 hole and 3 hole bracket for multiple heights.
I use the highest hole which slightly over corrected my axle. A Track bar brought it back center.
