Well lets think about it....
1) An ammo can would have to be bolted from the side to the tailgate....if you look at the function of the lid, it would neither work well nor would the lid open in a fashion that would be anything but awkward.
2) The most common ammo can out there would likely be a 30 cal can. The size, asthetics or usefulness....again would not match the door in any circumstance.
Basically....you are attempting to put a round peg into a square hole. Now if you suggested making a bracket to mount it on the side of the cargo area, well...that would make more sense.

Absolutely correct.....I won't go into the physics of it but even something as small as a loose wrench could kill you in the event of an sudden deceleration event. There is a plethora of reasonably priced aftermarket goods out there (for Jeeps in particular) that not only will organize your rig but will also keep it safer as well.
The simplest plan would be to organize the cargo area with tubs and strap them down.
