Like yeller said, most of the light info is all mixed up in threads on windshield mounted lights, bumper mounted lights, etc.
General rule of thumb: driving or spots go on the windshield; fogs on the bumper or winch (so glare won't reflect off the hood and ruin your night vision).
Some states limit the # of lights you can mount on your Jeep. Also, some lights aren't suitable for use on-road, as they can blind oncoming traffic. Best bet for on-road use is to get a good headlight upgrade, like the Rallylights, Cibies, or one of the LED headlights (Truck Lite or JW Speaker, both of which cost a lot of $$).
Choosing "good" off-road lights is as subjective as choosing "good" bumpers, or "good" tires. Depends largely on how you plan to use em, your budget, etc.
Generally, KC, PIAA, the Rigid Dually LED's...all seem to produce adequate light for off-road purposes.
I had the KC 100w slimlights (driving) for awhile on my windshield, and they were great. I recently replaced them with a pair of the Rigid Duallys, and now set concrete buildings on fire from half a mile away.
EDIT: Just be aware that in a lot of states lights used on the road can't exceed 55w. So if you put 130w KC's on your Jeep, you can't use em on the road.
