Simple green is good, but if the residue has been on there a while, it may not remove it completely. Westley's Bleche White may also work.

The best way to avoid it is preventive measures when applying. You can either A) avoid applying any wax at all along the fenders, or B)Use blue painter's masking tape on the fenders prior to applying.

I use Ultima spray wax (My experience with it is lasts longer than Turtle Wax ICE spray wax) after washing. It extends the life of the paste wax application I do 2-3 times a year. I will either apply carefully or tape the fenders during those applications. I don't bother with any preventive measures with the spray wax, it does not leave a residue as long as I wipe it off.

Apply 303 or Ultima Tire & Trim Guard on the fenders after that and you're all set.
