I say some Rubicon Rock Rails from craigslist paird with ACE Rock Rails.
You can put a 33" tire with no lift and if your wheels are the OEM 17's, then you will need wheel spacers. It isn't the size of the tire that is better in snow/ice than others, it is the tread pattern. Typically an A/T will perform better than a M/T. If you do a lot of foul weather driving then I suggest the Falken Wildpeak/Rocky Mountain or Goodyear Duratrac/Safari TSR. These are all A/T and the Duratrac/TSR are way more aggressive looking than the Wildpeak. As for Cargo liners, Husky, Weather Tech or Quadratec, all good. Cargo top? I assume you mean a roof rack/cargo rack? Gobi, Garvin, Kongo etc. A lot of guys run these, they are pricey.
