I have a '13 JK Sahara with cloth non-heated seats with supp airbags. I figure the wires and connector under passenger's seat is a pressure sensor for air bag shut off.
JK air bags are always "on". Only in 2007 you'll see an air bag light to indicate they're "off" if no one is sitting in the passenger seat. There is a sensor to indicate the seat "position" if the air bag activates because they're multi stage.
