Sounds like a stuck thermostat. You can remove it and drive with it out temporarily to see if that takes care of it. It will take a bit long for the engine to get up to temp, but since it's summer in most places, this should occur relatively quickly.
Also check the fan clutch. It's a commonly replaced item. To test, wait for the engine to cool completely, and then spin the fan blade. If a good spin rotates five or more turns, that's generally a sign for needing replacement.
