1997 TJ defroster

I done a search on this and found this is a common thing. I traced the vacuum lines and this isn't the problem. I can hear the door when i switch it to defrost but I don't get any air coming out of the defrost ductwork. I got plenty coming out of the vents and floor location.
What all do I have to remove to get the heater box out?

I have the same thing going on my 1997 Wrangler. Heater and vents work great, but no defrost? Does the center control area come out so we can trace this down. If so, is it a difficult task? Looks like we both need an answer on this? Does all the controls / doors work from vacuum?
