1998 tj 2.5 fuel regulator

Anyone know where the fuel pressure regulator is on a 98 2.5? There is what looks like the fuel pressure regulator right on the fuel rail but I've read that it's on top of the tank. The jeep loses fuel pressure immediately when the key is turned off and starts hard after sitting a while.

Fuel pressure regulator

Had trouble starting my 98 Wrangler TJ 2.5. Replaced the fuel pressure regulator ( located on the fuel rail ) with Mopar part from dealer, $99. Still hard to start after setting for awhile. Have tried everything like new fuel pump $600, tune up $200. I"m done. I'm just going to live with it.

It's on top of the sending unit assembly on the top of the fuel tank. It has a metal retainer strap over the top of it and just presses in by hand . This is where the fuel drain back issue comes from due to the check valve inside failing!
