1998 TJ - Rear Window Seal w/ Hard Top

I have a 1998 TJ with what I assume to be a factory installed hard top if they came that way. In any case the hard top doesn't look like it has ever been off. I am having problems getting the rear window to seal. It really looks like to me that it was never intended to seal and be water tight? There is nothing that even resembles a catch or latch, just the spare tire holder to keep the window closed and it's not doing the job. Anyone out there enlighten me on this?

There is not a latch or anything to hold the top closed, but it should seal against the tailgate. If not, either the top needs adjusting, or the tailgate does.

There should be a piece of molding that just slips on to the top of the tailgate. (It kind of looks like a molding around the inside of a car door)This should close the gap between the window & the tailgate.
