1999 Belt issues and tension gauge question

I replaced the serpentine belt on my son's 1999 TJ yesterday. I ran into a problem, the belt that was the correct part number for the 4 cylinder w/ AC was about 1/2 short. The belt that fit was for the 2000 4 cylinder w/ AC it is slightly longer. The date of manufacture for his Jeep was 1/99.

That leads me to think perhaps an engine swap occurred in the past. Where can I find the VIN on the engine to compare it to the VIN on the Jeep itself?

Also, does anyone know where I can purchase an inexpensive belt tension gauge? I found plenty at $150 and up.
