if you do lot of uphill drives and highway you will notice a slight decrease as JustinTxz said,
From my personal experience, i had a 4cyl stick chevy colorado pickup truck on something like 29 or 28.5 inches and i got 31 inch, the decrease was so bad going uphill that i had to send them back
this is the drawback having a 4 cyl engine lack of power for lifts, and wheels, but enough power if you keep it on factory standards.

I went from 30's to 31's. Noticed a very small difference, but after 2 or 3 days I didnt notice it anymore.

When I went from a 28" tire to a 31x11.5 tire - I couldn't tell a difference myself. Note: at the time I was running a 3.07 gear ratio.

Yes

I have 4.0 3.73 5 sp.
I went from 30" to 31" and I DID feel the difference. Its more of a personal feel thing but I did feel it big time. It also matters how/where you drive. The bigger tires also increase rotating mass.
