98 wrangler starting problem

I have a 98 wrangler. I have no voltage to the small terminal on the starter solenoid when turning the key. I do have continituty through the netural safty switch no voltage there either.I did replace the starter relay. I hear a clicking noise under the dash when turning the key. I did notice the emergency flashers do not work either. may be some sort of a short? The jeep will start if I put the key to on and jump 12 voltes to the small terminal. Any sugestions?

That makes me think the ignition switch may have gone bad. But before replacing it, and knowing you have already replaced the small starter relay inside the PDC, is the starter relay actually activating when the key is in the Start position? If not, it's likely the ignition switch if the wiring is ok. If you can get your Jeep into a quiet environment, like inside a garage with the door closed, you can usually hear the small starter relay click if you put your ear next to it as a helper turns the key to Start. You can sometimes feel it too by placing your finger against it.

If the small starter relay is actuating and the main starter solenoid actuates when you apply 12 volts to it, I'd start checking the wiring between the small relay and starter solenoid.

I do have continituty from the relay to the small terminal, but no voltage.

Simple continuity means nothing. A poor connection can show continuity all day but not work when asked to pass any real power (amperage).

My old BMW's brake lights wouldn't work yet I was showing voltage and continuity everywhere it should have been. The problem turned out to be one of the crimped connections had been crimped so tightly it cut through all of the brake wire strands but one. The single wire strand was making a connection and showed continuity plus 12v at the rear tail light sockets after I removed both tail lights but when I plugged the tail lights back in, they didn't work. It was very puzzling at the time and it took me a while to find the problem with the crimp. The tail lights presented too much load for the single remaining uncut strand inside the stranded wire to carry.

If I jump 12 volts to the connector at the plug outside the relay it starts. I have no voltage to the netural safty switch when the key is turned

Automatic? If so, what happens when you move the shifter between Park & Neutral with the ignition switch in the Start position? If it starts, either your shifter cable is out of adjustment or the NSS is bad.

Normally we refer to a Neutral Safety Switch when referring to automatics, that threw me. Have you bypassed the clutch interlock switch using the directions in your owners manual? And does stepping down on the clutch change anything?

A "short" would be blowing fuses and/or smoking a wire. You may have an "open" somewhere though.
