99 TJ Blinker and Flasher relay units

On a 99 TJ is the blinker and flasher unit relay units the same one? Can they be switched for testing?

I have no blinkers working but flashers work fine. I replaced the blinker level arm unit but no change so far.

I see a lot of questions on blinker problems but not a lot of answers.

Any help would be great.

Check fuse 13 in the fuse block behind the glove box.

One flasher for both. Looks like a standard relay but has different internals.

From the FSM:

The combination flasher is located in a bracket
secured with a screw to the underside of the upper
steering column support bracket, to the right of the
steering column under the instrument panel. The
combination flasher cannot be repaired or adjusted
and, if faulty or damaged, it must be replaced.
