99 Wrangler 4.0 revving issue

Replaced a cracked exhaust manifold, turned jeep on and it immediately revs to the red line (obviously shut it off), took off air filter and the throttle body never opens to let air in. have started it up a dozen times or so to test different plugs/electronics and tried replacing the throttle position sensor, any ideas?

Your intake manifold is out of position & you have a large vacuum leak.
