Back Seat Bolts Snaped...

Ok so here my ordeal. I noticed that the back seat was loose but I never worried about it. Well when I finely decided to take it out it wasnt even latched on. I removed the carpet and saw that the bracket wasnt even bolted on. Appearintly the bolts some how snaped off. How I have no idea. Is there any way of removing them without ruinning the thread. I know there are nuts underneith, but obviously there not going make the bolt come out. Any opinions on what I should do to fix this without haveing to spend some money. "Trying to save up for a hard top."

Ease-out. Make sure to center punch the bolt before you drill...

Yeah I did that one the first bolt and drilled about 1/2 inch. down and came to a complete stop. It wont drill any further, which im thinking its hitting the nut undernieith. I did try to take the nut off but it just wont budge, im not a weak guy either so if I can't get it off then im thinking im going to need a breaker bar. Which my breaker bar so happens to be at a friends house...
