Bedliner over cracked paint?

I have some cracked paint in my drivers side front fender. I was planning on bedlining the grill and the front part of the fenders. Should I repaint the cracked section then bedline or will the bedline hold well on the cracked paint?

there is some small hairline cracks and there are some large cracks that are flaking the paint

Sand past the crack paint paint layer to primer layer then bedline. It will not hold over time if you paint over the cracked paint.

The better you sand and prep the surface, the better the bedliner will adhere.
