blinker bulb/alarm 2002 sport

Ok my jeep has been making an alarm noise same one you hear when you first turn it on (like seat belt alarm). Come to find out my right front blinker is not working. Turn my lights off and the alarm noise goes away. My light socket is bad bulb is fine. Is this a stock feature or is something else going haywire??

From the FSM:

In order to provide the turn signal-on warning, the
ElectroMechanical Instrument Cluster (EMIC) monitors
vehicle speed and distance messages received
from the Powertrain Control Module (PCM) over the
Programmable Communications Interface (PCI) data
bus and the hard wired turn signal switch input to
the cluster electronic circuit board. If a turn signal
remains indicated for a distance of greater than
about 1.6 kilometers (1 mile) and the vehicle speed
remains greater than about 24 kilometers-per-hour
(15 miles-per-hour), the EMIC generates a repetitive
chime tone at a slow rate through its integral chime
tone generator to provide an audible reminder that a
turn signal has been left on.

You will say the signal is not on but the front signals & parking light/marker lights are connected electrically as noted in the FSM (shown below). If the signal is not working (as you state) because of a bad ground or bad socket & possibly a bad bulb, the parking light (when on) can back feed into the signal circuit & the system thinks the signal is on & the chime is activated. Fix the front signal/park light & the chime should quit.

During both the turn signal and the hazard warning
operation, if the exterior lamps are turned Off,
the front park/turn signal lamps and the front side
marker lamps will flash in unison. If the exterior
lamps are turned On, the front park/turn signal
lamps and the front side marker lamps will flash
alternately.
