Brake squeeking noise

97 Wrangler Sport. Changed front and rear brakes about 6 months ago. Just started using it as my daily driver. It sounds like a Hamster wheel squeeking at all speeds and it goes away with the slightest touch of the brake pedal. Any ideas. I jacked up the front and spun the tires could Not hear it, have not torn into the rears yet. I changed all the hardware when I did the rears.

I have the same after changing pads and discs upfront. I have taken everything off a couple of times again to see if I can find the problem. At the moment it looks like it might be tbe dustcovers touching but I am not 100% sure.
