Strap it 2 your grill. electrical tape to protect paint. Zip ties to a couple of your 7 slots.

Rugged Ridge (and probably others?) make a license plate frame which clips to your fairlead roller.
It easily unclips when you need to use the winch. I have attached a couple of braided steel wires to (hopefully) deter theft. It can still be detached, but won't get lost.

I've seen another license plate frame which attaches to the fairlead but hinges up when you need to use the winch. No idea on the manufacturer though.

Both of these options should be easy enough to fab up at home, but sometimes it's easier to buy off the shelf.

I drilled a couple of holes in my bumper, and siliconed these into it, so I could mount a plate up front.

I have the rugged ridge bumper. I inserted about 1/4" of the top of the plate under my winch roller fairlead and zip tied the bottom of the plate.

I've got an ARB Bull Bar and just use 4 strong magnets. After two years it hasn't come off.

If you're going to install a winch and roller fairlead, a lot of people have taken Mag Light mounts and screwed them to the license plate. It just pushes on to the fairlead then.

I just keep mine under the passenger front floor mat. If I get pulled over, and then if they even mention it out it comes. Explain that when off-roading it rips off (see torn bolt holes as evidence.) Never met a trooper who cared.

For inspection it gets zip tied and then cut off before i even leave the parking lot.

I can belive it. That's 'cause all of the Texas LEOs are busy targeting all of those Corvettes that don't want to put holes in their fiberglass!
