Bushing issue on rear shock

I found a great write up on how to change the rear shock (http://www.wranglerforum.com/f5/how-...cks-46392.html. )

I hadthe same thing happen to him that I see the OP did - the shock bushing slid completely off the shock. Both of my shocks bang around like the rear end is about to fall off.

Is this a design flaw of either the shock or how it's attached to the TJ? I'm getting a set of Bilstein 5100's this week to replace the crappy ProComp shocks that came on my Jeep.
