Cat and 02 sensors Please Help

When i bought my 97 tj, it didnt have a cat on it? nor did it have the downstream 02 sensor, so i had the downstream sensor put in, just in front of the muffler, dont know if i needed it without the cat, but its their. i still have to check on the upstream 02 to make sure its their, sure it is,my fuel milage sucks, does anyone see problems here, other than the upstream sensor being bad, if so where and any certain type i need to get.
