Clock spring

I replaced the clock spring on my 99 tj in April 2012 and it has gone bad already the nylon spool has seemed to wear right through the outer housing that sits on the steering column base .I wonder if I was missing any bushings or spacers when I replaced it or if it is a factory defect, or if maybe the steering column shaft is out of round or bent. Horn works but only have continuity on one wire to air bag . I am definitely contacting the on line Chrysler dealer where I bought it but I'm sure they wont take the blame. Has anyone had a similar problem? What if I just do away with the air bag ? Is that legal? I was never crazy about them anyway.
