clueless in AR

So, I purchased a Black 97' Wrangler at auction for 500.00$. Got it towed home. In the process of getting new title, last owner lost it and key completely. How do i get a key without the title, because local jeep dealer won't cut a new one. Is there an easy way to hotwire or any alternative? Last owner said last time he drove it, he thinks one of the freeze plugs went out, i guess..... i am not sure. are they easy to replace? I am completely clueless, so any help is GREATLY appreciated!
Thanks Guys and Gals-

I have family that works for the local PD they ran the vin#. It has no prior activity with any law enforcement. No tickets listed for anyone driving the vehicle.

yes it is. I was quite surprised to hear that info. But I must say, I am a poor mechanic, especially for living in the country in AR.... :/ I need all the help I can get.

Me neither but the more I hang out here, the more I learn.

Here's what I'd suggest, request a Build sheet from jeep. I think the site is jeep.com/jeepcares and pulls out a "contact us" form. Enter the info and specify you'd like a "build sheet" for your jeep. They will send it to u same business day.

That will tell u exactly what your jeep was equipped with when it left the factory.
This will tell u from engine size to any stickers on it.

Also? Guys in hers will b asking u engine size, transmission, differentials.. Etc so this is good to have that way u know what you're working with and will be able to assist u more efficiently as well.

Just my recommendation from a newbie too
