Cooling Problem

ok, i live in las vegas and since the heat has started (100-109 degrees) i noticed that my 2000 tj has started to run above its normal operating temp. i have a 2000 tj, 4.0 6 cylinder with a air raid cold air intake, and a trany cooler on the front of the radiator. Replaced the coolent twice and flushed it and replaced the thermostat (195 degree). right now when im driving around town the temp needle is right in the middle of the 0 in the 210 degree mark and sometimes it gos back down to the 210 mark. i took a trip this past weekend to L.A. and driving in L.A. my jeep stayed nice and cool at 195. heading home back thru the desert with NO ac on it crept back up to that middle 0 mark and pretty much stayed there the hole time. it also idles at that same degree 0 mark...
Any ideas what could be wrong?

it is made to be at 210 all engine run hotter then the thermostat that is in it. it will drop temp on the highway do to higher speeds more air past the radiator
