Duplicolor Bed Armor Peeling

I painted my fender flares with Duplicolor Bed Armor. I had a small mark on the flares from hitting something, so I starting picking at it for some reason. I plan on taking it off of all of them and painting them with bumper paint or something any suggestions? The flares look 10x worse after peeling off the bed armor, it's kinda weird.

The reason I started peeling it was the marks all over them, that's from leaving mud on them and when I washed the Jeep last week even after scrubbing it won't come off.

I wiped them down with acetone, but I didn't use primer or anything. I'm having the same problem with my herculiner now, no matter how much I scrub, it will not come clean.
