Engieneered bolt problem (seat anchor)

The previous owner of my TJ for some reason only known to them has hacksawed through two bolts on the rear seat bracket. Now these suckers are tough - Ive snapped three drill bits trying to get a screw removal set into them. Theyre stamped M8.9 on the top.

Any ideas on how to get the thread sections out of the cab and anyone got a spare two bolts I could buy/long term international loan?

I would suggest that you try using better drill bits, also use some type of cutting/drilling oil and set the drill to a lower speed so that you don't create too much heat while drilling.
