I own a 2000 TJ Jeep wrangler and I'm looking to replace my exterior door handles for both sides. Does anyone know where I can find nice quality handles that aren't complete garbage compared to the factory ones?

Quadratec has handles for $22-$59 each depending on what you hneed
I sprayed my handles with rattle can bedliner from Home Depot and they turned out great. Just use several (4-5) light coats. Heavy coats run and look too shiny. Cost under $8. I left my handles on and masked the door with a trash bag and blue painters tape.

I would suggest calling QT or whoever you buy them from to verify the finish. I just bought a driver side and passenger side from QT. When I got them they were 2 different finishes. Passenger side was a gloss black, which I wanted, and driver side was a dull black. After a couple of calls to them they told me they don't carry the driver side in gloss black. They did credit me for the handle and told me to keep it as it wasn't worth it for them to send a call tag.
