Front Bumper Bar question

on a 2001 TJ do I have to remove the front bumper bar to get those little "bumper blocks" off? Or are those h9olding my front bumper on? I'd go under and look myself, but my back really really hurts bad today.

remove the bumper it's the easiest. 2 T55 torx on the top(each side) and 1 on the bottom(each side) it's simple. Then remove the blocks, each 1 has 2 nuts.
