Front bumper lights?????

I need help. I recently bought a 2000 wrangler sahara. The lights on the bumper are gone. I found wires that possibly went to them fold up under each front fender. I tried checking to see if the wires was hot. I can't get them hot. I guess, what I'm asking is, how are they suppose to be wired. Do they work with your headlights as being on when on dim and off when on high or do they stay on as long as the switch is on???? I know they is a switch below the ac controls but still I've tried testing it every way I know how. Can anyone help???????

Did you put a voltage tester on em?

EDIT: Okay, reading your post again, sounds like you did. Are you asking where they should be hooked up in order to work properly?

Yes on on dim and off on high, and if you found the wires tied up then I bet the relay is gone also, but I don't remember which one it is.

you also have to have the fog light switch turned on...
