I have a '98 TJ SE with a 2.5 and a 5sp. Does anyone know what size the fuel tank is?

Yeah it's either 15 or 19 gal...probably 19, but not sure if the 15 was standard in 98 or not.

according to my build sheet i have a 19 gallon tank....

i have never ever been able to get more than 16 gallons in it.. any ideas??

im planning on just running it dry and filling up from there, i wonder if there is a ridiculous amount of gas left when you are way into the "E"

Yes, because the TJ's fuel gauge is so inaccurate that it indicates the tank is empty when it still has 4-5 gallons left in it.
