Fuel pressure?

What should the fuel pressure be on a 98 4.0? It is a constant 34 psi running. But runs like crap like not fireing on all cylinders. New plugs wires cap rotor button and fuel pressure reg. wtf?

My manual says for 97 TJ's and later: 44 to 54 psi. Hope that helps.
