Grinding on downshifts.

Just bought my first jeep, a 2000 TJ. When it's cold, it grinds the gears a bit on downshifts. The dealer said it had a new clutch installed. Question is...does it just need to have the clutch adjusted, new synchros or just a fuild change?

Thanks.
