How can I stop this rust from spreading without causing further damage to my paint?

Thats not good. Try scrubbing the area with baking soda. If that doesn't work, I don't know what you should do

id sand it with 320 get some good etch primer, then sandable primer then paint, thats an easy color to paint, if ya get the paint from a local paint store, and get some clear coat, its a very easy job. if ya dont think you can paint it, try on a piece of scrap metal, you would be suprised on how easy car painting is!

What's funny is I have a giant rust hole in that EXACT same spot on my 97 Sahara. Good luck.

home depot sells stuff called navel jelly its a rust remover/killer. get some of that wash it off, then get some clear nail polish (after the water dries off) put it on the spot for the time being till you can get paint for it.
