Help! Can't get hood latch off

I'm trying to remove one of the hood latches to do my MCE's, and the bolt is just spinning. I got one off no problem, but the other one isn't coming off. There doesn't seem to be any way to hold the top of the bolt to keep it from spinning. Any suggestions other than cutting it off and getting a new one?

Body shop ground mine off from the back. Had to replace one latch.
