Yes, it's just reflecting off of the wheel. Looks quite strange in person, though.

I went to a couple of hardware stores and couldn't really find any rubber stoppers to fill the hole. So I decided to just put the screws and bolts back in with rubber washers around them.

Why even worry about plugging it? What's wrong with with the OE grommet?

So water doesn't get in the tail gate..The OE grommet has a hole in it for the wires.
