Budget Boosts are a decent start to a little lift, in combination with a 1" body lift you can fit 33" tires... although some would say that 4" is needed. It really all depends on how much you are willing to spend.

Probably not as you have a Rubicon with a fixed output shaft.

A budget boost and a 1" body lift is a great and affordable start. You should be able to clear the 33's with proper bump stops.
