Help replacing steering column shroud/cover/plastic?

Hi guys. So some idiot broke into my Jeep and tried to jack up the ignition to steal it. In the process they completely tore up the plastic part (the shroud/cover) that protects the steering wheel column. The jeep was dead and uninsured at the time so it's fallen to me to replace it. I finally found a new part for not too much money, but now comes the hard part. How to get off the old cover and put on the new?
There are three screws total, one of which is impossible to reach without removing the whole steering column (I think). Anyone have any experience with this? Do I have to remove the whole steering column to replace the cover? Thanks for any help/suggestions!

On my 05 there is only two screws on the bottom cover. It comes right off. You may have to tilt the wheel to remove the upper piece and they just kinda snap together and the screws hold it in place. Pretty easy. Good luck!

Unfortunately I don't have a tilt steering wheel. Thanks for the input though!

On our 97, it's 3 screws, and yeah the one is a bugger to get to. If I remember correctly, I dropped the lower dash panel to gain access to it.
