Hitch Receiver Spare Tire Carrier

Has anyone ever seen or made a spare tire carrier that mounts using the hitch receiver? I figure this would maybe be a cheaper alternative to buying bumper with spare tire carrier.

Probably not made because you would have to remove the whole tire in order to open the back gate.
