holes beneath the contour flare

What's the purpose of the hole circled in red? It seems to be a factory hole. A friend with an 04 says they aren't on his.

Ideas?

My 98 has it. Not entirely sure, but I've heard talk it might have been used in the factory for moving the body tubs around.

it would make a good spot for a blinker when you put tube fenders on the front lol, kind of like semi-truck blinkers
